- March 4, 1789 – In New York City, the first Congress of the United States meets, putting the United States Constitution into effect.
- April 1, 1789 – In New York City, the United States House of Representatives holds its first quorum and elects Frederick Muhlenberg of Pennsylvania as its first House Speaker.
- May 5, 1789 – In France, the Estates-General convenes for the first time since 1614.
- June 8, 1789 – James Madison introduces twelve proposed amendments to the United States Constitution in the House of Representatives; by 1791, ten of them are ratified by the state legislatures and become the Bill of Rights; another is eventually ratified in 1992 to become the 27th Amendment.
- June 20, 1789 – Deputies of the French Third Estate take the Tennis Court Oath.
- July 10, 1789 – Alexander Mackenzie reaches the Mackenzie River delta.
- July 15, 1789 – Gilbert du Motier, marquis de La Fayette, is named by acclamation colonel-general of the new National Guard of Paris.
- August 4, 1789 – In France members of the National Constituent Assembly take an oath to end feudalism and abandon their privileges.

- September 11, 1789 – Alexander Hamilton is appointed the first United States Secretary of the Treasury.
- September 15, 1789 – The United States Department of State is established (formerly known as the “Department of Foreign Affairs”).
- September 22, 1789 – The office of United States Postmaster General is established.
- September 24, 1789 – The United States Congress passes the Judiciary Act which creates the office of the United States Attorney General and the federal judiciary system, and orders the composition of the Supreme Court of the United States.
- September 25, 1789 – The U.S. Congress passes twelve amendments to the United States Constitution: the Congressional Apportionment Amendment (which was never ratified), the Congressional Compensation Amendment, and the ten that are known as the Bill of Rights.
- September 26, 1789 – Thomas Jefferson is appointed the first United States Secretary of State, John Jay is appointed the first Chief Justice of the United States, Samuel Osgood is appointed the first United States Postmaster General, and Edmund Randolph is appointed the first United States Attorney General.
- October 3, 1789 – George Washington made the first Thanksgiving Day designated by the national government of the United States of America.
- October 5, 1789 – French Revolution: Women of Paris march to Versailles in the March on Versailles to confront Louis XVI about his refusal to promulgate the decrees on the abolition of feudalism, demand bread, and have the King and his court moved to Paris.
- November 20, 1789 – New Jersey becomes the first U.S. state to ratify the Bill of Rights.
